PAQ: revised section on querying

I've re-worked the section on provenance querying;
(a) to sit alongside the revised section on discovery, and
(b) to take account of some of the other issues that have been raised

I've updated the PAQ issues (http://www.w3.org/2011/prov/track/products/5) to 
reflect specific issues that I think are ready for further review in light of 
these changes.
