Internationalization (in the Specification for Spoken Presentation in HTML)

Internationalization (often shortened to i18n) is important with a web specification that is going to contain language specific information. This specification acts as an additional layer on top of existing HTML specifications in an attempt to standardize augmentation of HTML documents for a screen reader, TTS engine, ...etc in assisting with the conversion of written word to audible word. Current HTML specifications provide for a 'lang(uage)' attribute which specifies the language to be used for any given content and this existing 'lang' attribute can currently be utilized by a speech engine to select an appropriate voice for audible presentation. An example of this might include text like '1'. DO we say 'one' or 'uno'? That would depend on the existing 'lang' attribute. This specification will be intermingled with the existing language support and therefore any phonetic attempts to override what is explicitly included in text would be provided based on knowledge of the given language.

This specification is also intended to standardize how the conversion of abbreviations, proper nouns, and various ambiguities are handled when converted to audible speech, however, in these cases the target language is (should be) already a part of the content. For example, '12 mm' might convert to be spoken as '12 millimeters' because content already contains 'lang' attribute that specifies that said content was in English therefore we want to augment with English text.

This specification also suffices for non-text elements such as an <img> with an 'alt' attribute. Any contained DOM nodes can be given an alternate spoken text string. It is not just limited to text nodes in the DOM so 'alt' text can also have suitable spoken text provided.

That said, there are shortcomings that have been identified as follows:

1) Currently a user can select a subset of a document and if that subset were to be spoken by a speech engine it may or may not make sense. For example, with the word 'example' I could simply highlight and speak the third letter in it and I'd get 'a'. That's certainly not the original content. However, if I had the phrase 'the quick brown fox' I could select the word 'quick' and listen to just that word. This specification allows for a spoken alternative for any content and therefore the text string 'the quick brown fox' could, as a unit, be given some alternate spoken equivalent. However, there is no mapping between a substring and this alternate spoken equivalent. Given that, any technology that supports this specification could choose to use either the entire alternative string (treating its contained content as atomic) OR it could continue doing what it has always been doing and just speak the original substring meaning, at the very least, this specification has not made things any worse.

2) Currently a user could search a document for specific content. If a user was to listen to the document and hear this alternate content and then search for it then it would not be found unless the browser's search functionality was upgraded to search this specification's alternate content as well.
