POE.UC.18 [1] identifies two requirements:
    1) A new policy Type "Assertion".
    2) A new party role "rightsHolderParty"

Where the latter (in my opinion) indeed relates to POE.R.V.01 [2].
   -> POE.UC.18 R2: A new party role "rightsHolderParty"
   -> POE.R.V.01: Add rights holder terms to Roles of a Party Vocabulary

I've created a new requirement (POE.R.V.16 [3]) for that matter.
