We use XML ODRL at the AP.
We have a Content API https://developer.ap.org/ap-content-api which offers both XML and JSON responses. As part of the responses you can get back rights and pricing information. We built that using ODRL 2.1 XML and JSON. There is a bit of information about it in http://www.slideshare.net/smyles/iptcap-rights-api201506stuartmyles although the only example is in JSON.
