Re: [poe] Requirements of Agreement Policies

Re my use case "our licences are based on our basic Terms and Conditions": 
I'm aware of a legal thing named Standard Form Contract in English - https://en.wikipedia.org/wiki/Standard_form_contract -  and this thing has a high relevance in (Central) Europe, named  Generic Business Conditions in German speaking countries while it has almost no role in e.g. Australia. In European countries it is between recommended and required to refer to such a GBC document of a supplier in an agreement to let the GBC become effective. 
How to include the SFC/GBC:
- by the dc:coverage for the policy as a whole ... maybe a dc:coverage for Permission/Prohibition too? (... would be needed if the assigner party is different in different Permissions/Prohibitions of a Policy)
- by a Duty for each Permission ... uh, Prohibitions don't have a Duty, **this doesn't work**!

To underline: this all is globally optional but in some countries a real need.
