Re SKOS Concept Scheme / Collection: The SKOS Collection specification - https://www.w3.org/TR/skos-reference/#collections - defines them as "SKOS concept collections are labeled and/or ordered groups of SKOS concepts." The spec does not required that the "collected" concepts are in a Concept Scheme. Therefore it is formally ok to use only Collection. (Informally I still think that for handing over a set of concepts a Concept Scheme is a better tool.)
