If a Prohibition without a Permission doesn't make sense (since it essentially prohibits anyone from performing the action and the policy isn't really necessary), then my take is that it would it be enough to write that an ODRL Policy of type Agreement MUST include at least one Permission without specifying a cardinality constraint for Prohibition: An ODRL Policy of type Agreement: - MUST include at least one Permission. - MUST include at least one Party with assigner functional role in the same Permission or Prohibition - MUST include at least one Party with assignee functional role in the same Permission or Prohibition -- GitHub Notification of comment by larsgsvensson Please view or discuss this issue at https://github.com/w3c/poe/issues/187#issuecomment-305917001 using your GitHub account
