Some policies only talk about Prohibited actions. For example: http://policies.unc.edu/files/2013/04/PPDHRM.pdf https://informa.com/Documents/Corporate%20Responsibility/Code%20of%20Ethics/Anti-Bribery%20and%20Corruption.pdf The key part of an Agreement is the parties (and roles). That is, at least 2 parties agree to "something". So, in essence, the functional roles are more important than the "thing". Perhaps then, we change Permission to "Rule" instead ?
