@iherman there is a semantic difference. The requirement is to support
 the declaration of the rightOperand as the actual value, eg "10", 
"Canada", "2017-01-01" or "http://w3.org/" AND as a de-reference-able 
URI. The latter then would HAVE to be de-refed to get the actual value
 of the rightOperand. 

Hence, RightOperandReference may be 
"http://weather.com/brisbane/today" and you have to deref it to get 
"30"
