It would be good to have some discussion on #360, in case any spec text needs to change regarding error handling for APNG. Mostly though that one relies on convincing Firefox to implement the error-handling behavior they themselves specified. We have some mostly editorial and spec-polish issues tagged "blocking-3rd-edition-cr" which we can either fix or decide are not worth the effort https://github.com/w3c/PNG-spec/labels/blocking-3rd-edition-cr Once we believe that implementation status is sufficient we need to write an implementation report. Most but not all of that can be implemented automatically from the WPT results. To that we would add results for any manual tests. We would also add known implementation status in other tools (libraries, image generators, etc). If there are any spec changes compared to the last CR Snapshot (there are), we publish a CR Draft. And if any new features have been added we follow that up with another CR Snapshot and associated call for exclusions (I don't think there are, so we can skip that). Then we make a minuted resolution to request Proposed Recommendation, followed by a transition request for Proposed Recommendation (I can do that step). That triggers republication and a 4-week review by the Advisory Committee.
