Getting to First Public Working Draft

We need a documented decision to go to first public working draft.

We have one, from July 11, but it says

>     - All GitHub issues have been reviewed and marked with
>     "blocking-3rd-edition-wd" if they should be resolved before the first
>     working draft is published. This means that once those issues are all close
>     we will publish the first working draft.

We have closed off 20 of these, which were indeed things that blocked FPWD:

But we have 12 still open:

The remaining open ones are not things which should block First Public 
Working Draft. They are things which should be addressed, certainly, at 
some time before we go to Candidate Recommendation. Maybe these should 
have a different label?

I'm about to open a new issue which *does* block FPWD by the way, but it 
is easy to fix. We need Security Considerations and Privacy 
Considerations sections and we have one of them:

so I will raise an issue to add the other one, which can simply say that 
no privacy considerations have been raised, which is true:

That aside, are there any of the existing blocking-3rd-edition-wd issues 
which really must be dealt with before First Public Working Draft?

If not, Chris Blume could you open a Call for Consensus issue on GH 
calling for publication of First Public Working Draft?
