First I think you need to define policy negotiation.Second I don't think
that most clients today will be able to do policy negotiation.

It was clear that the WS-Policy WG considered policy negotiation to
be out of scope.

It is not clear to me what more is needed on top of WS-Policy
framework and attachment to have a policy negotiation capability.
