I totally agree. The reason for pulling out was to handle name computation that included host language features for both HTML and SVG. So I think it should be something on the order of: Core Accessible Name and Description Computation Module. This would cover HTML and SVG. Also, given the fact that the SVG is becoming more aligned with SVG this is more appropriate.
