I suggest, if you've done the work of clarifying the spec and think it
won't draw objections and can be implemented by the end of today, then
go ahead and commit the change. But don't convert the "should" to "must"
with this edit. It is a bit late for that, and don't want to make a
hasty decision on a normative change. The "mustness" can be revisited in
the 1.1 version (might be good to record an issue in the tracker).
