Acknowledging the concern, but I will assert that is a corporate policy
concern, and outside of the scope of WCAG or the W3C - it is a business
rule, and not a 'standard', and/but business rules are also governed by
local legislation (a.k.a. Duty To Accommodate).

I liken it to similar corporate business rules such as individual users
cannot install software on their machine - yet "admins" can - they can
invoke an 'override' of sorts and install software for the employee. I
don't see why a large corporation wouldn't have a similar policy to address
proxy servers, especially if they are critical for an employee to
accomplish their task - I am fairly certain that those types of use-cases
have legal protections in place (where the employer has an obligation to
accommodate the employee - and they have to figure out how to do so).

Again, like viewport sizes, I don't see this as something we can control or
influence.
