New resource: Authenticators and SPC

Dear Web Payments WG,

In July, Stephen McGruer announced [1] a document [2] about authenticators and SPC, which the WPWG then discussed [3]
at our 17 July meeting.

Since then, Stephen and I have revisited the story around authenticators and SPC and incorporated details from his
initial document into a new resource for your consideration:

One goal of this document is to outline some ways that implementations of SPC could evolve to support
more authenticators, and what would be required from the FIDO ecosystem to do so. We hope that this
document can help structure discussions within the WPWG about SPC implementation priorities. 

I’ve added this document to our 14 August agenda [4].
