Re: Call for Consensus to Request Formal Review of WPWG Charter - Review Requested by 8 November

Airbnb would like to propose a modification to the charter to specifically
call out the topic of pre-loading existing merchant payment instruments
onto the payment request, for example in the case where a user already has
some instruments stored with the merchant.

One way to achieve this might be to add a bullet point to section "1.3 New
Topics":

** Facilities to enable merchants to pre-populate the list of payment
instruments displayed via payment request api to include previously stored
payment instruments, for example to allow a merchant to show a payment
request UI containing previously stored cards on file.*

We are proposing this under option 2, e.g we support the proposal even if
the suggested changes are not taken into account. Similarly, Airbnb
supports the charter with or without Mozilla's proposed changes.
