@mountielee Thank for the diagrams. That clarifies your question more. Can you stand up an actual server that calls PaymentRequest with non-unicode strings? See [samples](googlechrome.github.io/samples/paymentrequest/credit-cards/) for example. These examples work in Chrome for Android.
