WPWG agenda tweaks to accommodate a logistics request re: lunch

Hi Nick and Adrian,

For logistics reasons, we were asked to move lunch to either 12pm or 1pm (instead of 12:30). I picked 1pm
and adjusted the agenda accordingly:

 * On Monday, Zach will have 30 minutes before lunch for issues, and 60 after, instead of 90 minutes right after lunch.
 * On Tuesday, I extended breakout session 2 by 30 minutes and shrunk the “breakout reporting” session. However, we
   still have time to discuss issues during the “open discussion” session at the end of the day.
