Re: [WICG/paymentrequest] Web Payments WG relation to this repo (#71)

We should probably update the README and index page to make the status clearer but we put redirects in place a while ago so that people can see the current work or the historical archive. We need to keep the repo around for archive purposes but now is probably a good time to think about how the WICG indicates that repos are have migrated to WGs and that new issues should not be raised after that.
