[WICG/web-payments-browser-api] Web Payments WG relation to this repo (#7)

Sorry, been a little out of the loop, but I'm wondering what is now the relationship between this repo and Web Payments WG. 

I'm guessing this repo probably shouldn't exist anymore as the Web Payment's WG now owns all this stuff and is undergoing formal standardization. 

@msporny, please let me know how you want to proceed?
