Three new first public drafts: Overview, Core Messages, HTTP API

Three time-stamped first public drafts have been prepared and are ready
to review for the purposes of the Call for Consensus. These documents are:

These documents have been link-checked and pubrules checked via
Specberus. All remaining reported warnings and errors have been verified
as spurious or ignorable.

Please let the editors know if further changes are required for the Call
for Consensus on each document.
