There are non-insignificant costs to FPWD publication and in general there is almost no benefit to a WG overall nor to implementors in publishing a FPWD or a document that states no normative requirements. It can never have any CR exit criteria so can rightly never really exit CR. There are exceptions but this document doesn’t seem like one.
