[webpayments] Taler flows (#106)

These are *successful* flows for Taler's withdraw and payment operations.  As in other flows here, there is no documentation of failure modes, bookmarking or URL forwarding effects, etc.  

There is source code repositories and API documentation available at  https://taler.net/developers which gives more information on failure modes, etc., and a demo is available at  https://demo.taler.net/
