To give a specific example, say I'm a new user. I install Firefox for the first time and [see a full screen advert for Pocket](https://user-images.githubusercontent.com/847422/153908003-04c4d586-59cd-4f88-b21d-4ffa6ffdd9ae.png) and go "wow this looks great" and decide to sign up for the premium service. Since my browser is in a completely fresh state I won't have any match keys set up at all.
