@darobin , I agree with you on most points: - Consent and notice _alone_ are not efficient ways to protect user's privacy - They should be seconded with privacy preserving mechanisms such as the ones debated in this group (PMC, on device, etc.) However, to echo @michael-oneill 's point, I would feel better about assuming optout by default since this is likely going to be a requirement at least for EMEA. Once the solution is designed, we can review and eventually change to a optin by default if we can identify a solution to do so (no device access, exemption, etc.). I just don't see the point to start with an assumption that is very likely going to be a blocker. That said, I don't believe this to be a critical point for now, and as mentioned by @alextcone , I would rather have this group focus on what privacy model for the web means, along with solution to support such privacy model.
