@darobin Thanks for your reply. Just for my knowledge I will keep reading.

+1 with @jdelhommeau : Opt-out by default is primordial for EMEA unless the default setup fulfils the requirements (e.g no device access, geo...)

@michael-oneill : If the idea is to be product focus first, I understand. But the risk is, doing that we will come to a point that we will need to deploy it in order to test it. Last year, FLoC was deployed to be tested. It was in different areas but not in EMEA because it was not compliant with GDPR restrictions.
