on the OWL 2 Web Ontology Language last call drafts.  

The working group has discussed adding standard annotations to OWL 2.
Although the working group is reluctant to add new standard to OWL 2 it
recognizes that identifying axioms is a very useful feature in general
and does not appear to have any problems.  

Therefore the a new standard annotation property, owl:axiomID, will be
added to OWL 2.  This new annotation property have the same limitations
as all other OWL 2 annotation properties and will not have any special
formal or intended meaning.  

Various working group documents will be adjusted to effect the addition.
The working group's Wiki records all changes to the working group's
documents; you may wish to check at a later time to ensure that this
change has been faithfully made.
