I think, documentationwise, whether he withdraws or we reply is the  
same.

But then, I think we should truncate the reply to something like,

"Thanks for your comment. Per our discussion <pointer> the working  
group thinks that such resolution mechanisms are best handled by  
other standards, such as XML Catalogs. Thus we'll be making no change."
