ACTION-213 completed

Hi!

I just completed my ACTION-213 to implement the resolution of ISSUE-71
(datarange language range) in the RDF Based Semantics. I have added the
facet "langPattern" to the set of facets supported by OWL 2 Full, and added
an EdNote concerning the still open questions. Here is the diff:
