Re: comments in functional-style syntax

Well that depends on how the document is placed there, I think.  An HTTP
upload (put) should have the encoding in it, I believe.   If the
depositing is done outside web mechanisms, then there would have to be
some other way to specify the encoding, which, I believe, it outside the
purview of the WG.
