Ian and I, in acknowledgment of Jeremy's current objections, and in  
consultation with Boris and Bijan, have decided that it makes sense  
to table the discussion of Issue 3 for the moment. We think that  
there are more pressing issues for the working group to attend to at  
the moment, and think that it will be easier to make a good decision  
on this matter once the shape of the rest of the rec, in particular  
the fragments and the OWL 1.1 Full semantics, are further fleshed  
out. It is our intention to keep the issue open and take it up again  
at a later point, probably in couple of months.
