OntoLex Spec Draft

Hi all,

The draft version of the updated spec is here:

https://ontolex.github.io/ontolex/specification.html

It seemed that we had two branches that each had a different set of 
changes so I had to merge them along with the latest changes.

If you want to fix anything else please make a PR on GitHub:
