ODRL as micro tags embedded within larger HTML document?

Hi all,

Hope you can assist with a quick question I'm trying to get my head round.

Can/do people implement ODRL as micro tags embedded within larger HTML representations of licences?

Or is meant only for a standalone RDF/XML document?
