Version 2.1 spec URLs

Dear all, as we near the end of the ODRL Version  2.1 Last Call (16 Feb), we should now consider the final URLs of these specs.

Previously we followed this pattern: 
  http://www.w3.org/community/odrl/two/model/
  http://www.w3.org/community/odrl/two/vocab/
  http://www.w3.org/community/odrl/two/xml/

Note, we used "two" as wordpress would not allow us to use the number "2" which it uses for internal purposes.
However, we hope to overcome this issue.

Now, the ODRL V2.* Ontology will always be at this URL:  http://www.w3.org/ns/odrl/2/

So we need to consider the URLs (under http://www.w3.org/community/odrl/*) for the other 4 specs.

One suggestion could be:
  http://www.w3.org/community/odrl/model/21/
  http://www.w3.org/community/odrl/vocab/21/
  http://www.w3.org/community/odrl/xml/21/
  http://www.w3.org/community/odrl/json/21/
