Advance notice: Work in progress on Web Machine Learning Working Group Charter

Hello,

This is an advance notice that the Team is currently working on an 
updated charter [1] for the Web Machine Learning Working Group.

This updated charter integrates editorial updates and recognizes that 
the Working Group no longer plans on taking up work on the incubated 
Model Loader API. Conversely, while the Web Machine Learning Community 
Group has recently started incubating a series of so-called task based 
APIs [2], the Working Group isn't ready to include these APIs as 
tentative deliverable yet, but welcomes feedback on a possible future 
inclusion in the relevant github issue:
