Change of list purpose for public-new-work; creation of public-review-comments

Dear all,

Further to comments and also to better execute the W3C Process Document [1], a new public mailing list has been created, and the purpose of this list is changing effective today:

| of group charters sent for W3C Advisory Committee review.      |

You may now use, subscribe to, and refer to a new public mailing list, public-review-comments@w3.org [2], for W3C Members and the public to record public comments or Formal Objections on proposed new work (new or revised charters) [for which a public notice is sent still to public-new-work], as well as Proposed Recommendations [which are announced via W3C News [3].
