Hi Dave, An ITS Primer is a very good idea because it gives potential ITS adopters an in a nutshell overview of pros and cons as well as a how to apply the various data categories effectively in a concise and succinct way... and not to mention the interaction with already established interchange formats such as XLIFF. Since I'm not sure how widespread and international the IJL is (does it has an acronym yet?), I can't give any recommendation for this journal. However, in both cases you may count on me, either as a contributor or a reviewer.
