action-458 and action-460 (NIF changes)

Hi all,

I made changes to the NIF sections
http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#conversion-to-nif
http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#nif-backconversion

- conversion to NIF now uses http://tools.ietf.org/html/rfc5147 fragment 
identifiers

- NIF examples use stable NIF URI
http://persistence.uni-leipzig.org/nlp2rdf/
https://www.w3.org/International/multilingualweb/lt/track/actions/460

- updated the predicates that are ITS specific so that they align with 
Jirka's / my comments at
http://lists.w3.org/Archives/Public/public-multilingualweb-lt/2013Mar/0070.html
that is, no XSD or any other datatype dependency for the range of RDF 
triples using the predicates.

does this NIF ouput

has the right ITS ontology predicates for you? In the example I used 
three data categories: Translate, Elements Within Text, Text Analysis.
