The current draft doesn't specify the local its:mtConfidenceScore
attribute, although it uses it in the examples. Shouldn't it be
specified under LOCAL?

I haven't followed MT Confidence discussions closely, so apologies
if I missed something. This just seemed odd as I was reviewing.
