I tried to implement that, see http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#EX-domain-3 and a note in the definition section after "This data category addresses various challenges:", see "In HTML5 the preferred way to express domain information is a meta element with the name attribute set to keywords ..."
