[All] Lyon agenda draft, please review and contribute

Hi all,

here is a first draft of the Lyon agenda

it is very raw. This meeting will be focused on implementors. So please
contribute to needs what to discuss, see

- describe the state of your implementation and open issues, along the
lines of the "implementation issues and need for discussion" parts at
http://www.w3.org/International/multilingualweb/lt/wiki/Use_cases_-_high_level_summary#Use_cases
- describe your experience with the test suite
- your test results
by 22 October. I will then write a more fine grained agenda that will
assure slots for discussing your topics.

Comments and proposals for other topics are very welcome.
