The multilingual use case would probably require a slightly different solution (than the solution the IG drafted). It would depend if the application wants to access all entries at the same time, or one at a time.
It's certainly worth looking at it.

Is this only intended for bilingual formats, or also for formats that store arbitrarily many translations of given elements? It's not currently possible to reliably create such files using ITS.

I do have some experimental code in itstool for this, but it makes some strong assumptions about the format.
