Can you add a subsection to http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.odd e.g. "1.3 HTML legacy content" and use that material in the ITS 2.0 doc (and update the change log)? All which is probably needed is this: "There will be no special support for HTML version prior version 5. Users are encouraged to migrate their content to HTML5 or XHTML. It's possible to use its-* attributes introduced for HTML5 in older version of HTML like 3.2 or 4.01 -- pages will work without any problems, but its-* attributes will be marked as invalid in validators."
