My understanding is that xml:lang wins.
(like xml:space wins in Preserve Space)

I'm sure this was discussed in ITS1.0.

If you have a node with an xml:language value for one language but which also matches the selector of a its language information rule specifying another language, can we determine which should apply.

The text indicate the its attribute can be used to map to alternative to xml:lang, but it doesn't (and probably can't) prohibit its coexistence.
