New possible SC: All functionality available in portrait / landscape, OR not?

For a possible new SC I would first like to receive thoughts / feedback on the following before I start spending lots of time writing the draft while we may place it under another SC:

In the spreadsheet, row 4, we have a "What's needed" text:

"Different content when portrait / landscape so user can miss out on content , this is not about same content adjusted by reflow (TPAC discussion)"

This one came up in a discussion at TPAC where (mostly native) apps show different content in portrait and landscape mode. The example mentioned is a simplified chart for stocks in portrait with some stock data but when turning the device in landscape you'll get a totally different chart with all kind of possibilities. These options are ONLY available in landscape mode.

As reflow is all about 400% zoom and no horizontal scrolling, this scenario was not applicable, a possible new SC was born.

Draft Proposal:

"All functionality must be available in both landscape and portrait display orientations. (Level A)"

Next I've tried to search for examples which are NOT native and would like to take the following as an example:

Here you also get a different view / options in landscape (in this case is says "turn for full chart"in other cases you'll only see options when turning device) but the site itself reflows perfectly fine. The trigger is not done by orientation 'landscape' / 'portrait' but by width / height differences. So, zooming reflows what you see, but changing viewport where height is higher or less high than width triggers the change.

When I started working on the new SC text first I checked the title and thought this should be changed to "Orientation" but... we already have a SC named "Orientation".

The SC text itself is perfectly fine for this scenario:

"Success Criterion 1.3.4 Orientation (Level AA): Content does not restrict its view and operation to a single display orientation, such as portrait or landscape, unless a specific display orientation is essential."

When reading through the Understanding docs though there are some parts which do not fit fine.

Now I've talked about it a little bit in the call and Kathy wasn't sure we can change / update the Understanding doc to fit these kind of examples, I think it may and wonder what you think?!

With some small changes we might not need another SC but may place it under this one

Changes proposed are like:

To:

Some websites and applications automatically set or restrict the screen to a particular display orientation and expect that users will respond by rotating their device to match, but this can create problems.

=> Changed "and" to "or"

From:

Therefore, websites and applications need to support both orientations by not restricting the orientation.

To:

Therefore, websites and applications need to support both orientations by not restricting or offering functionality only in one orientation.

=> Changed "by not restricting the orientation" to "by not restricting or offering functionality only in one orientation"

For:

Changes in content or functionality due to the size of display are not covered by this criteria which is focused on restrictions of orientation.

=> Comment for this sentence: This sentence hints at reflow, and while this is also a fail for the example given, the size of display is not changed when page is used on tablet or phone, only the orientation, and still offers other functionality.

Question is “do we still need another SC for this one or not”?
