The WG has concluded that the DeviceID is an identifier that is unique per
origin, but can be reset (scrambled), and that it makes sense to have this
scrambling happen in line with cookies: If an user clears cookies for an
origin, the DeviceIDs should also be re-scrambled.
The spec needs to reflect this.
