PFWG request for user-focused introduction and use cases

The Protocols and Formats Working Group noted the recent publication of 
the Media Capture specification:

The group may have an interest in the accessibility implications of this 
technology. However, we are unsure fully what the specification does. 
The group thinks the specification would be easier to understand if the 
introduction explains, in non-technical language to an average user, 
what the technology does. Use cases would also help introduce the 
technology. For PFWG, this will help obtain a more helpful review later 
in the specification process.
