Right, it is what we agreed.

Right, it seems the only possibility if there are not resources for coding.

Splitting will mean to go back to a short Last Call, like a couple of 
weeks (as we have removed features from the CR document). Then enter and 
exit CR (as we have currently the amount of implementation needed) to 
enter PR.
I believe that would be doable before the end of the year.
