As agreed in today's call I have switched the mathml4 full spec to respec and deleted the fork under my account. Also a draft "Notes" document is started which is currently more or less a copy of the spec, but the intention is to remove quite a bit of the non normative text into a notes document (that is by definition non normative) and conversely remove all the normative text from the Notes (it may be better to delete all the notes and start it fresh but using the current text allows the respec setup to be configured (not quite right yet, a couple of respec issues are reported) I have added links at https://mathml-refresh.github.io/ But the two documents are at.
